The only reason for a weapon in a town, is if you had dual challenges in game. Seeing as that is not possible there is no need.

There's a reason why only so many minis can be displayed in one district.
Replacing minis in towns with the display of weapons would have a limit imposed, too. It'd bring out the same old QQers spamming for someone to put away their weapon show they can show off their alleged leetness.
I'd really not like to see, "I'm wielding a ... but I can't show it because there are too many noob weapons out right now!" all day in local chat. It's bad enough now as it is.
Want to see someone's weapon? Want to show off yours? Go to a PvP area...go outside of town. Just don't fall for the "drop it on the ground so I can see it better" routine...

You do realize that most of the people who want to show off their weapons, all have the exact same set? It seems to be the normal teenage "I want to look like every other teenager" mindset. They run around in the exact same armor pieces and use the exact same shield skin and weapon skin and feel the need to show everyone that they look the same.
But the rest of us use what we like and don't care what anyone thinks about it. My warrior runs around in her non-elite Kurzick armor with a Chaos Axe she's had since 2006. I don't feel the need to show off my axe in town or any of my shields. I don't even bother with my minis except on CoF runs (which are the ultimate show-off area).

How do animations on weapons cost lag? How is that in any way related to connection speed? In most, if not all cases it's an animated texture, you load it just like any other texture that has no animation. Animations by themselves don't cause lag. Animations on minipets or weapons are completely client side, meaning it's generated on your pc, so it does not influence the server.
If by lag some people mean a drop in framerate, that's a completely different issue. I think the effect of that would be minimal anyway.
The only problem is that people have many weapons, and every time someone switches weaponsets, the game has a load a new pair, or preload every single possible weapon and dye combo. That would be unfortunate. If they make it so that you have an 'outpost set' that you can't change except in your GH or something, then there shouldn't be much of a lag problem at all.
Seriously, it's just an extra few numerical values you have to load only once, the strain on the servers wouldn't be much bigger. In fact, they have increased the maximum number of people in a district a few times. They can just as easily set it back to accomodate for a possible lag issue (if there would even be one to begin with), nobody would notice a significant difference.
And then add an option to turn it off if you don't want to see it, and everyone is happy.

I can't speak for anyone else, but I can say I do have the V-Spear (just like everyone else), the tormented stuff (just like everyone else), the Emerald Blade, Celestial Compass, and Amethyst Aegis (just like everyone else), as well as the less "popular" stuff that I tend to use more often (Mursaat Staff). It's not that I'm jealous of everyone else's "leet gear". It's just that I see it all every day, in every run, and every mission. I don't care enough about what others are using, to want to see it all in towns, too. I've seen it all a thousand times already. When I see the Black-dyed FoW Monks with purple Chaos Gloves and Black Mo-Zing Mask, I can pretty much guess that they use a black V-Spear and Tormy Shield. Seeing all of that in town would just be...blah. So not all of us against it are poor folks with nothing to show. We just don't care enough about what others are using. Everyone's entitled to their opinion...some care enough about what others are using, or want to show off what he/she is using. Others don't really care enough to want to see it in towns.

You should read again and understand that I didn't say it takes just a few lines of script to add a new feature.
I said that it doesn't add a lot of strain to the servers if you have to load the info for the weapons they carry.
As for your question, perhaps it's because you see things that aren't there?

This isn't about server strain, it's about loading client memory with all those weapon/shield textures and models for every single player in an outpost, and then reloading them whenever you weapon swap. GW was built for low-req computers, as-is they already display all those people in outposts use low-res armors. This is an intentional design choice and is unlikely to change.

It would cause lag though.
In conjunction with Foxbat's above explanation, the connection currently supplies the client data such as a player's co-ordinates, armour being worn, it's colour, the player's looks, emote(s), the title being worn and if a minipet is out. Add in the weapon set being held (this could constantly change) as well as the dye colour.
Pop that into a heavily populated area and you will get more lag - client and/or connection.
